Public Utilities Financial Analyst

The Commerce Department, Energy Regulation and Planning group provides support to the Minnesota Public Utilities Commission (PUC), the regulator of Minnesota’s public utilities, by performing technical review and analysis on wide-ranging matters related to public utility operations and cost recovery. We assist the PUC in providing regulatory oversight of public utilities and advocate on behalf of public utility customers in Minnesota.

The Public Utilities Financial Analyst uses audit, investigative, and accounting skills to evaluate legal and financial matters before the PUC. The Analyst routinely writes detailed, persuasive reports that present the PUC with relevant facts, findings, conclusions, and recommendations. The PUC holds formal public hearings at which the Analyst discusses and answers questions about their technical analyses.

Minimum Requirements:
Bachelor's Degree in Accounting, Business, or Finance AND 2 years professional auditing or tax accounting experience.
Master's Degree in Accounting, Business, or Finance AND 1 year professional auditing or tax accounting experience.
Bachelor's Degree in Accounting, Business, or Finance AND a Certified Public Accountant.

Preferred Qualifications:
Experience communicating/presenting (including in writing) policy positions, testimonies, or analysis results.
