Debt Management Analyst

State Program Admin Coordinator
Salary Range: $67,839 - $100,892 / annually

Minnesota Management and Budget is looking for a team player to join the Debt Management Division who will contribute to the state's debt management activities.

This position coordinates the administration and review of the state’s bonding program, which includes general obligation, appropriation and revenue bonds, as well as various lease-purchase and credit enhancement programs. As part of a team, this position collaborates on all preliminary, sale, and closing activities related to the issuance of the state’s debt, including preparation of the official statement and required legal documentation, as well as post-issuance compliance activities and ongoing continuing disclosure. Activities can include establishing bond sale sizing needs, reviewing state bond proceed expenditures, advising on arbitrage rebate calculations and preparing and publishing continuing disclosure material. This position also maintains the debt service expenditure forecast model, forecasts and develops parameters for state capital budgets, administers the annual debt service fund budget, and assists with financial reporting activities related to the State’s debt portfolio. Additional responsibilities include the development of various legislative reports, the maintenance of the Division’s website content, and may also include additional research or division projects as requested.

Minimum qualifications:

Minimum education and experience requirements are:

  • Advanced degree in a related field plus two years of related work experience, or
  • Bachelor’s degree and four years of professional-level work experience, or
  • At least six years of professional-level work experience.
Related degrees: Finance, Accounting, Public Administration, Public Affairs, Public Policy, Mathematics, Business, Law, or Related

Professional-level work experience includes two or more of the following:
  • Public finance or public financial management
  • Financial analysis
  • Public accounting, business or finance
  • Risk compliance or audit monitoring
  • Project management or program administration
