Here’s the high-level scoop on the Minnesota Board of Accountancy’s (BOA) rules package update that went into effect Oct. 9, 2023.

Why the change?

This update clarifies and improves rules throughout Chapter 1105. CPAs will notice the most significant impacts to status changes, applications for individuals and firms, and continuing professional education.

Status change impacts:

CPE requirements:

This change standardizes CPE requirements across all types of requests, including reactivation, application, renewal and status change.

Retiring CPAs, take note:

The CPE requirements to make a status change to retired are now clearly defined. Specifically, an active CPA must complete the required CPE and be in compliance with the one-year and three-year reporting requirements before switching to retired status.

Impacts to CPA candidates:
  • AICPA Ethics Exam for CPA licensure expiration: This ethics exam is required to earn a Minnesota CPA certificate. It now must be completed and passed within six months preceding a candidate’s initial CPA certificate application. It can also be taken up to the point a certificate application expires (six months from date of initial application).
  • Experience verification for CPA licensure: This change broadens who can verify a Minnesota candidate’s one year of work experience. The verifying CPA can now be certified in another jurisdiction, provided they hold an unexpired certificate in that state. Previously, verifying CPAs needed to be certified in Minnesota.
Application expiration:

An application for initial licensure now expires after six months. Candidates must reapply if their application expires before all materials are received by the BOA.
